He looks to be the complete pitcher. The interesting thing is the excellent numbers that he produced last year were done with a fastball that barely hit 95. That now is reported up to 99.
Maybe the draft's safest pick.

Over the last 30 years, Texas has produced just one pitcher who accumulated more than 10 Wins Above Replacement during their career -- that being longtime closer Huston Street. Madden will enter the spring with a chance to go in the top 10 and to alter that statistic. The key for him will be retaining the command gains he made between his freshman and sophomore seasons, as he cut his walk rate from 13 percent to four, albeit in a small sample. Madden has a steep release point from which he delivers a promising three-pitch mix, including a low-to-mid-90s fastball and a slider.

Madden looks poised for a huge year in what might be a banner season for pitchers in the Big 12. After serving as an effective swingman in 2019, the righthander jumped into the weekend rotation full time and thrived in 2020, putting up a 1.80 ERA and a 26-to-4 strikeout-to-walk ratio in 25 innings. And while his stuff was already good, with a fastball that sat in the low 90s and touched the mid 90s, it took a jump this fall, with his fastball now running close to triple digits at times, complemented by a plus slider. If Texas reaches its potential in 2021, it’s almost certainly thanks in part to Madden locking down Friday nights.

Areas To Improve: Maintain control development, consistent breaking ball, start full season
Madden took a big step forward in the control department in 25 innings in 2020 after walking more than five batters per nine as a freshman in 2019. That rate was down to 1.4 per nine last spring, but teams will want to see that improved strike-throwing maintained over a full season as a starter. Madden has a fastball/changeup combination that many scouts see as future plus offerings, but he needs to improve the consistency of his hard slider, which lands in the mid 80s, to increase his ceiling even more. Madden has some experience as a starter in both of his years with Texas, but has just 67.1 innings under his belt so starting a full season will be important.

Madden is the quintessential big school, pitcher-body arm that the Tigers and Al Avila have seemed to covet in recent years (Faedo, Mize). Madden has done nothing but produce in his two years in Austin. He's built exactly how pro scouts like them. Tall, long levered, high waists, athletic. Why Madden falls to pick 31 and available here to Texas is in the stuff itself. The fastball has been hittable in the past and the two breaking balls are most often average offerings. The changeup has flashed above average from time to time, but Madden will need to find an out-pitch in 2021. He throws strikes and has the full four-pitch mix. Reports out of Texas during the fall were increasingly impressive, so we'll see how much he's grown here very soon.

Madden was a lanky, skinny high school arm who put on a massive amount of strength during his final year with Cypress (Texas) Ranch High. Ranked No. 240 on the BA 500 in the 2018 draft, at his best Madden reached 96 mph with his fastball and showed a hammer slider, but he struggled with consistency and strike throwing. A few years later and Madden has continued to fill out his frame—he is now listed at 6-foot-3, 215 pounds—and harness his impressive stuff. The Texas righty had a solid freshman campaign in a split starter/reliever role, posting a 3.40 ERA over 42.1 innings with 37 strikeouts (7.9 per nine), but walked 24 batters (5.1 per nine). Through four starts in 2020, Madden seemed to have taken a step forward in the strikes department (just four walks in 25 innings) but he’ll need to show that improvement over a full season. He has two potential plus pitches in a fastball that sits 90-94 mph and can get up to 96 at its peak and a standout changeup. Madden has also continued to flash a hard slider in the mid 80s, but he still needs to find consistency with the breaking ball.

Madden had a lot of success as a true freshman before ascending to the weekend rotation for 2020, where it looks like the Longhorns have their ace. Madden has the potential to go in the top-15 picks as he’s got a workhorse build, a consistent mid-90s heater that will touch higher, and one of the best sliders in the class. He’s the epitome of a hard-throwing Texas right-hander who was having a breakout campaign before the shutdown with a 1.80 ERA that included a complete game. Madden’s fiery repertoire and workhorse potential at the top of the rotation give the Longhorns a true ace who should attract a lot of scouting attention during the course of the spring.

If he adds some more strength and does a better job of using his legs in his delivery, he could reach the mid-90s more regularly. Now: Madden has added 35 pounds since the Royals drafted him in the 34th round and his stuff has gotten stronger as well. He now operates with a mid-90s fastball that hit 99 mph during fall practice, a plus mid-80s slider and a solid low-80s changeup -- and his delivery and control earn strong reviews as well.

There’s a lot to like in Ty Madden as your prototypical big league arm. He’s got great size, an up arrow in projection, and comes with a proven track record from a Power 5 conference. The walks from his freshman year are something to keep an eye on in a full, 60-game season in 2021, though that issue may have been cleaned up in 2020.
The biggest question mark I have surrounding Madden and his ceiling is the arsenal itself. Anybody that throws strikes and can pump 95-96 with an above average slider is going to find success in some capacity at the big league level. That said, if the fastball doesn’t redefine itself, and neither the curveball nor changeup take a definitive step into the “average” category in 2021, I do have to wonder whether he’s a top-of-the-rotation arm at the next level.

Madden’s stuff and command have improved this summer and he’s been really good overall. His fastball touches 99 mph and he shows a plus slider as well. His added strength could actually get him selected higher than this. Toronto likes college players and he could move quickly in that system.

Great chat with Texas baseball skipper David Pierce. Pierce feels like the Horns offense will be much improved, and RHP Ty Madden was as advertised this fall. Said he did touch 99 at one point, but was more 94-96 and up to 97 with his FB. MIF has a lot of depth as well.

Madden seems slightly suspect to me as a first round # 10 pick. Sounds more like a later first rounder, based on a few of the less than overwhelming comments. But the comments may not fully spell out why #10 is the right spot..

Many prospects throw 99 or close nowadays. I still like that lefty starter, forgot his name. He Mande me salivate. That Woods kid almost made me salivate.
