My sense is that he brings a lot of versatility being a switch hitter that has both power and speed, and is passable to average at second base. I do not think he will displace Guillorme, but rather expect Guillorme to be the defensive replacement specialist and Villar to be mostly a bat off the bench or pinch runner who can fill in defensively.
I don't see this as a terrible signing - he had a pretty good year in the last full year of baseball (2019), playing in all 162 games while hitting 24 homers and stealing 40 bags. The 176 strikeouts are a concern, but used in the right spot, he will be a valuable tool to have in the bag.
To be honest, I was a bit more interested in Jonathan Schoop than Villar, but I'm not running things.
Overall, the questions you ask about Villar are the ones I ask about Jose Martinez. Why??

All I hear is what a great pickup Villar was.
He's stood in the outfield with a glove on his hand eight times in his entire career.
The last time he played 3B was in 2016.
He's a middle infielder who, despite his talent, has been jettisoned by some pretty bad teams.
He's not a great glove.
What's his role? To push Guillorme off the team?
Late and close, which glove do you want on the field?
Does Sandy not believe in McNeil? Does he not believe in Guillorme?
Where are we going to play this middle infielder? Did we go out and get him so that we could play him out of position?
He's our designated pinch runner? For $3.5 million and cutting a guy (Brach, $2 million) off the 40-man?
I'm baffled by the thought process, not only from Sandy but from all the folks who loved this signing.
