Can me someone explain how this international spending is working? Can the teams spend as much as they want or are there any rules?

The international works as follows.
Teams have a specific allotted amount that the MLB allows them to spend on international free agents based on prior year record.
Teams can choose to go "overslot" in order to sign additional players however in doing so they are subjected to numerous penalities.
Teams that go 0-5 percent over will pay a 75 percent tax on the overage.
Teams that go 5-10 percent over will pay the 75 percent tax on the overage and won't be able to sign more than one player for a bonus of more than $500,000 in the 2013-14 signing period.
Teams that go 10-15 percent over will pay a 100 percent tax on the overage and won't be able to sign any player for a bonus of more than $500,000 in the 2013-14 signing period.
Teams that go 15 percent or more over will pay a 100 percent tax on the overage and won't be able to sign any player for a bonus of more than $250,000 in the 2013-14 signing period.
Only players under the age of 23 and/or with less than 6 years of experience are subject to this limitation.

According to an interview that was done with Theo Epstein....
The Cubs felt that this year's IFA class was so talented and Deep that they were willing to take the hits this year in order to sign more guys.
Didn't the Mets get some pool money from the Angels? Is this money for 13/14?
