Today our own Tom Brennan gets the honors for this thoughts regarding the current state of drafting, service time and when a player becomes eligible for the Rule V Draft:
I can't say I disagree. There is no standard formula for development time and the Latin America drafting often has folks selected while still in high school. That's less prevalent in the USA, but does lead to this disparity.

I wish there was no corruption in the DR nor do I wish us to support it.
"Drafting" kids withe age of a HS sophomore, placing them on a team to play other kids their age, and then we are asked to evaluate players that average 2 years younger than the players we can draft domestically is crazy.

For the same reason, kids signed at 16 are almost never developed enough for the majors when eligible for Rule 5 at age 21. You should have to be at least 22 during your final pre-Rule 5 season.
